Dr. Frank Donavan Receives 2026 ACSA Region 17 Dr. Janice Billings Award

Dr. Donavan has made significant contributions to public education throughout Orange County and the State. He has led in the development of innovative programs and the expansion of comprehensive academic opportunities for students and staff.

Under Dr. Donavan’s leadership, Magnolia School District has received significant recognitions for student achievement and innovation. The District has earned three CSBA Golden Bell Awards, been recognized by the Learning Policy Institute at Stanford University as a Positive Outlier for high student achievement among large student subgroups, and celebrated multiple schools receiving the National Center for Urban School Transformation’s America’s Best Schools Award. Magnolia was also ranked first in Orange County and 16th in California for the reading achievement of socio-economically disadvantaged students by the California Reading Collaborative’s Reading Report Card.

Beyond the District, Dr. Donavan has served in numerous leadership roles throughout Orange County and California, reflecting his deep commitment to educational leadership and public service. He has also built strong partnerships with local nonprofits, community groups, and faith-based organizations to help provide Magnolia students and families with essential support and resources.

This well-deserved recognition reflects Dr. Donavan’s vision, dedication, strong work ethic and lasting impact on public education. Magnolia School District proudly celebrates Dr. Frank Donavan on receiving the 2026 ACSA Region 17 Dr. Janice Billings Award.
